Police dogs usually after retiring go live with their owner... Like if you go to train as a K9 unit you get a puppy which you teach and train, you have a bond with that dog so it knows not to hurt you. After they retire they go and live with the person they trained with or a someone from the K9 unit that, that dog had contact with. The only way for someone outside of the K9 unit, to adopt such a dog is to go through a special training that teaches you how to handle the dog.
